The Fascine Knife or Billhook.
The Fascine Knife was used by the military in the 18th century for cutting wands to be used for making fascines. The two shown below belonged to my Father.
This is the corn cob handle I fitted as the original was missing.
The top billhook, marked WS with a crown is by William Swift, who worked from about 1840 onwards, although they were still being made up to WW1, see http://www.billhooks.co.uk/edge-tool-making-and-makers/british-edge-tool-makers/

The corn cob should certainly be a slip-roof grip!
You are right Gorges, it is.
