Hi Keith,
I saw this method portrayed in the Canadian movie "Snow Walker" based on the story "Walk Well My Brother". I have adopted a bit of both actions-Striking the steel with the flint as well as lifting the steel in the hope of getting a good strike and also not bouncing the spark off the tinder. So far so good.
